Since SUA occurred with the valet it proves that SUA could have occurred in all those other reported. Since there is no voltage leak orginating from inside the engine, according to the NHTSA, the only other thing that could cause this phantom leak, that I'm aware of, is Electromagnetic field induction as shown in this lab test:

The second issue has been the difficulty in reproducing random and intermittent electronic faults in a laboratory setting. NHTSA, with limited time and resources to devote to SUA, has only performed basic tests. Yet, in one instance, the Vehicle Test and Research Center introduced magnetic fields in proximity to the throttle body and accelerator  pedal potentiometers of a Lexus ES350, which resulted in an increase in engine revolutions per minute (RPM) of up to approximately 1,000 RPM. Toyota has claimed that it’s impossible for electronics faults to occur without the system taking note, in the form of a stored computer fault code.

I believe EM fields originating at the earths surface are inducing currents in Tesla +5v power supply that supplies power to both APP sensors. This induced current causes voltage depression which causes the APP sensors to error and register pressure when there isnt any.
