My question was why limit the scope of the arguments to that timeframe?

Because they (the Judges, during the "February Hearing") would like to get additional info about, have question for this period ... top of the briefs. The briefs give enough info about the other periods ("sufficiently briefed,"), they do not have any question about these ... this is the reason, why the "February Hearing", but not the case, is about a limited timeframe only.
