Biden has said he plans to reverse Trump's tax cuts. I take that to include capital gains taxes.

Did you read what I wrote. I was talking about the tax paid on an IRA withdrawl.
They have stated that taxes are going up for anyone over $400k per year. I personally believe the threshold will be lower. But that is just me. If your income with withdrawals is that high you will pay more.
