where are you getting "much higher rates"? That sounds like general fake BS unless somebody with a well known name has written specifics about a Biden plan. One site, I think it was a Fidelity site cited part of Biden tax plan to phase out the LT cap gains rate for those making over $1M. That is both reported by Fidelity as part of Biden's plan and would make a very big different maybe 17% more of the gains would get taxed. Much bigger than a small hit to the highest marginal rate. I doubt that any raise to the general top marginal rate will be more than a few percent, and Fidelity didn't mention anything about that on their page about 'Biden tax plans'.

I guess that assumes people are eligible to withdrawal from their ira this year, and are making that choice. Otherwise they’d pay a pretty steep penalty to cash out.
