I've also seen BioClonetics describe it as Dr. Fauci "validating the CLONE 3 findings"...I would need to dig up the link but it came off as BioClonetics saying: "hey, our finding is so good, even head of the NIH co-signed and said-so."
I think the journalist did a great job of covering a newsworthy story that not many others were covering at the time (or now).
That said, we still don't have the actual transcripts from the entire patent hearing. One thing is for sure, Dr. Fauci "swore under oath that the neutralizing technology in question had “utility” and “commercial value.” But the U.S. Patent Examiner threw out the government’s bid to own the key area covering Clone 3. He pointed out that Dr. Cotropia and BioClonetics had a prior claim."
Therefore, he should be on our side going forward and the fact that one of his colleagues is going to be joining us would be an incredible addition that will help us cut through a lot of red tape and take their proper position in Operating Warp Speed.
We need to give the best ones a real opportunity to solve this thing and get the cure.

Something I neglected to mention earlier is I realize his position is very time burdensome in many respects.... just sad to see it is finally coming around now as opposed a decade sooner....,
