I disagree with your theory.

The Aussie health care system is not likely to use unapproved drugs to save money. First there is no possibility for the SAS drugs to be reimbursed by the Aussie health care system. Second they have no idea what the cost of the drug will be to patients and neither does the company at this point so they can't know if it will save them money or not.

If the TGA thinks that 2-73 will be of sufficient benefit to patients and thusly to the healthcare system it will issue a PA.

More likely the TGA will follow its regular procedures to drug approval.

Remember that the criteria for SAS is relative safety and a maybe on efficacy.

Despite all of the dot connecting there still hasn't been a controlled trial of 2-73 completed. Once a controlled trial is finished and the results are positive then the TGA will have a solid basis to consider approval or maybe even a PA.
