The construction workers don't all show up on the first day, but more of a ramp up as workers are needed for different aspects of construction. Plotting the number of workers on site vs. time yields a curve which can be flattened to limit the number of people on site if needed, similar to "flattening the curve" to not overrun hospital capacity. While this could delay completion of construction, I'm sure it would be preferred to delaying start of construction for something which may or may not happen.

The safety plan would be filled out
by the company that employs the workers. They are not working directly for Niocorp. We have heard who these companies will PROBABLY be. But, we have not heard that there are signed contracts. I expect this will be one of the PRs that comes soon AFTER the Big F PR. I doubt that any company that is not under contract will be filing any safety plans.

I remember that at the Johnson county planing meeting Scott agreed to pave a portion of the road that runs along the north side of the property. Possibly that would be one of the very first construction steps. The cash flow chart in the FS shows land purchase in month 5. They could pave the road before they actually purchase the land. I suspect most local farmers would like to see the paving done either before September or after October. These roads tend to have a lot of traffic in harvest season.
