The construction workers don't all show up on the first day, but more of a ramp up as workers are needed for different aspects of construction. Plotting the number of workers on site vs. time yields a curve which can be flattened to limit the number of people on site if needed, similar to "flattening the curve" to not overrun hospital capacity. While this could delay completion of construction, I'm sure it would be preferred to delaying start of construction for something which may or may not happen.
