The "good ole boy" system is alive and well in the State of Mississippi. The article posting that Rivera was delivering toys to the kids is not accidental, nor is it pretentious. JR is exactly that kind of person, giving to those who need it.
As to permits, MDEQ is probably less political than most other state agencies. They have their rules and regulations, and permitting speed is based on the thoroughness of your submittal. Since a Civil Engineer has been named on the project, they have Adams County and State of Mississippi connections that will help push the permitting through. The only snag that could occur is the fact that another plant is locating in the same industrial park, and the State may choose to have an analysis done on both plants simultaneous operations on the environment. The timing of the permitting submittal is crucial to that issue. Since the other plant was just recently announced, they are probably a little further behind in development, in my opinion. Chances are, the same civil engineer is probably doing that facility - the civil is located near the road leading into the industrial park.
Alex is probably also giving you his "best-case" scenario, as all good PR's will do. We all need to learn to take these things in stride - the real key issue is that the information and news actually occur. We could all start naming the ones that never do.
