Bear in mind that "OTC derivatives" have nothing at all to do with penny stocks. They're very exotic custom thingies.
As for what OTCM wants to do with its "Expert Market" and the stocks trading on an unsolicited basis... They've been much more aggressive lately about their belief in laissez-faire markets. They think "sophisticated investors" should be allowed to trade anything, in any way, on their trading platform. That will in some way make them money.
Which might be okay if these were sophisticated financial instruments. But they aren't. They're pure junk.
