I don't understand why you think there could be an immediate uplist to a major exchange. How is this PR -

It's longish, it's detailed, but not anything that I think even requires Law 101 to understand.

There are all manner of legal blogs with entries about this as well. I don't see how anyone could "game the system" to immediately jump from OTC to a major exchange unless they qualified for the one exemption that doesn't require a long wait - completing a successful underwritten offering that brings in at least $40 million.
