Nasdaq requires a $4/share price, and a pile of cash and assets for an Uplist. Today's Tgtx biotech did an over night R/S, 1:4000 from .001 to $4 (I bought all the sells all by myself at .001 in 2009) in 2010 it did the R/S of dead Biotech at .001 and over night was on Nasdaq.
Months later Cramer on Mad money was pumping it at $18/share.
