Unfortunately there has been a similar pattern here. Our fearless leader is not the most trustworthy. Over promises and under delivers time after time.
The Army's Synthetic Training Environment (STE) project seems to be moving full-steam ahead. In 11/2019, they were worried a CR would hamper their abilities to award contracts. Bob was on the speakers' list for at least one of these Synthetic and Simulation Training Summits in 2018, and I think he did again in '19 but not sure. With VirTra's patents, training integration, and Bob's background in VR, I wouldn't rule us out of involvement in here somewhere, but it's all speculation.
Not a lot of real recent stuff readily accessible, but they wanted to be preliminarily operational by 2021 and fully by 2023. Here's a good interview with the director in 11/2019:
