Possession of technology is not the only factor that qualifies an entity for a grant. By their own admission CDEX is on the verge of financial insolvency. The Government will not provide a grant to an entity that is unlikely to be able to continue operations in the near future. Grant money down the drain. They wouldn't be interested in potential funds that could be raised by selling stock in the future. If you apply for a grant today - show me you have the financial wherewithall today, not in the future.
