Hi, Zorax. Yes, my incoming cable carries both the TV and Inet signals, so I can work on the computer and also watch TV. I originally bought the Hauppauge TV dongle because I have a camper and wanted to get TV when travelling. Later when my old VCR died, I connected this Hauppauge dongle to my old WinXP computer so I could watch and record TV on that computer. When I got my Win10 computer I bought the newer Hauppauge dongle which can record two channels simultaneously or record one channel while watching another, which the older dongle could not do.
The over-the-air digital TV signal is the ATSC and requires an antenna. Clear QAM is digital cable TV, both standard and HiDef. NTSC is the older analog cable TV signal. I think which type of signal one can receive depends on the type dongle purchased. Both my Hauppauge dongles receive NTSC, ATSC and QAM signals, but I can actually receive more HD channels on the newer dongle than I could with my old VCR or my newer DVR or the older Hauppauge dongle.
