Actually if I remember right Frizzell said the average between etrade and ameritrade, the two largest counterfeiters, was 10.5 million.

He also said there was 52000 accounts not shareholders. There is 10000 shareholders give or take. Ameritrade bought 180 billion certs from Jeff and Kinney to cover the cert pull they knew was coming, then stopped selling like mentioned in the Jeff letter.
