In order to revoke any and all actions , for delinquent filings , it would require Congressional Approval because that would be pre-determined and lack due process.
Most companies don’t file for 5 years and don’t get any OIP. DBMM got OIP because of Asher and there were circumstance as to why DBMM were not able to file for less than 2 years of reports. Read those circumstances.
And who said company can’t WIN Section(12) j case ? Show me a SEC link to that saying no company can win if they don’t file for sometime.
There are rules AL Judges follow. Judge Carol followed the law. OIP was sent on DBMM as it did not file. Later DBMM filed all reports and got audited, so investors knows the fins and are protected so OIP dismissed.

I'm starting to believe the OTCM itself needs to be investigated for fraud. OTCM is complacent with allowing tickers to be put on pink no information and then they can be traded. The expert market is a scam that the OTCM has perpetuated on the stock markets. I believe OTCM knows full well about these stocks and allow it to go on until some regulatory government agency comes knocking and forces them to do something about it. There is something definitely wrong with the OTCM situations.
