You are talking about Retail Buyers i.e. You and We... Market Makers are allowed to short, inventory and make market, that is their job.

I have talked to a few of my online brokers for years about this kind of shorting big question of penny stocks,and they all say same thing if a MM makes a market in a particular stock they can naked short it if they have to make a market in that stock, I also have a long time friend who is trader a nite trading, and he just laughs when asked is it true they can't short penny stocks, and says retail people are so funny, and so cluless.
