NDT, there can only be one of the following two points that is accurate.

1) A&M and others are and have been doing fraudulent billing for a very long time

2) Running the former WaMu business under the cover of legal darkness as agreed to by the courts until the bk case closes

Good post. Think about the amount A&M have been paid over a 10 yr period. They may have had well over "19" employees, working on WMILT from early on, too. "That's a lot of money" signed crooks helping the Heath Ledger Joker steal a bank.

There are 6 A+M employees working for the WMILT with the highest paid being J. Maciel who works for $600/hr.

Using your figures, Mr. Maciel working 480 hrs in 3 months @ $600/hr would account for $288K out of the $685K A+M billed for.
