I think the more likely (99%) scenario is global warming continues, and Brexit is a way to detach the UK's elevation challenged situation from Europe. I'm halfway serious. Even the building/biotech/5G moves inland a bit toward Sawston and away from London seem like preparation. Whereas the continent of Europe, although prone to more flooding than before, won't be 'out to sea' like the UK. The sea level is rising due to to some critical factors. Heat expands the separation between water molecules and melting snow/ice off of actual land masses in Greenland and the Antarctic accelerating.
