Ten, If a market maker were following the rules then you would be 100% correct. However many OTC market makers (CDEL, NITE.......the usual suspects) no not play by the rules. They naked short and hold that short while they manipulate the share price down. I have seen it too many times to count. And when the get a letter from FINRA to cover their short they get more time. And when they do not deliver......they get another letter and even more time.Then they trade their short positions between market makers so as to effect a re-clocking of their short position.
