Market maker “shorts” are temporary short positions used to create liquidity in the market. They have up to two days to cover, but most are covered within seconds on the offsetting or second leg of the transaction.

The use of riskless principle transactions leads it most of this as ONLY the first leg is reported to the consolidated tape and is reflected in the daily short VOLUME numbers. But those are meaningless and do not represent the creation of open short positions which is ONLY reflected in the biweekly short INTEREST numbers.
