Why OTC stocks are sometimes updating their transfer agent regularly and often? Why they need to do? It is some rule before hitting new fillings?

Good to see no dilution. Per the short list posted yesterday - this is being held back for now. Tactics include short selling, dropping/selling the bid on low volume and posing no trades at all for extended periods. The foolish impatient children give up.
