It's likely that the OTC Markets number is just out of date or incorrect. I wouldn't read anything positive into it.
The only trustworthy place to get the correct figure is directly from the transfer agent. Last time I checked the TA is gagged and will not give out that information per the company's orders.
Summerman is correct. Otc is frequently behind on updating OS numbers. And buying back share would be illegal without disclosing it as it is material event.
With that being said the company has always been very open about their OS you can simply put a call into their Investor relations and get an up to date OS number.
OS stands the same today as it did on 8/31 filing. 492 million I believe is the correct number
