I’m confused. They stated “As of August 31, 2018, we had common stock outstanding of 492,054,727 shares,”

OTC states as of October 1, 2018 the outstanding shares were 354,023,157.

Are those 2 separate things?
Can anyone explain this to me? Thanks.
