I really don't know. I wish I did. It doesn't make sense, I speak with Chip in Enforcement from time to time, and he really doesn't answer.

nodummy is beginning to make headway with some of them.
He reported a number of them putting out those Fake press releases and a couple got suspended if I am remembering correctly.

I had hoped Renee sent his/her list of delinquent filers to the SEC after all the work he/she did for them!

I think we all need to think of what gives the SEC the most bang for their buck. A single stock here and there won't grab their attention as much. Why bother putting legal time into some of them when they will crash on their own. But a cluster of similar stocks being used for fraudulent purposes - like the fake filings and press releases - might be the ticket.
The shell peddlers hijacking companies are getting some interest as well.

How active is the stock? does it involve a paid promotion?

Maybe contact them next July when they're in the last Q of the Federal fiscal year and need to make their goals and objectives for the year in order to justify bonuses and promotions in grade.

By mid-Oktobr or Halloween, whatever is in the pipe will finish plopping ~OUTT and the news flow from the SEC will dribble off like a kinked cheapo garden hose.
