You're wrong on that count. You need to create an account and be logged in to file anything. You then click on the manage this business link and are presented with this:
What you do after that depends on how far you want to stick your neck out.

Hey nodummy stop making false allegations. You need a username and password to log in and you are prompted by a warning right after if you want to make changes. There is a penalty under the law for this stuff
