That may hold for regular shorting of the stock, but just because they can bring the sp down, doesn't mean they can cover if they have naked shorts. The only way someone can cover naked shorts is either to buy at current sp, or buy other peoples shares if they sell. This is why they try to cause panic selling so that they can cover. What this means is that if no-one sold their shares but the MM kept bringing the sp down, they would still have the same amount (roughly) of naked shares to cover. They would have to wait until the sp was high enough to convince someone to sell their shares in order to cover.
Keep in mind that there are limited shares (56 million), of which most are locked by Rory, insider buying, longs, etc. that do not plan to sell for anywhere near this sp.
