Perhaps what Schumer did should be interpreted as a mainly symbolic. The Democrats are picking up steam and it appears candidates will actually win in specific House elections this November. So maybe he made it an issue that will be debated this summer and early fall. But, bills are referred to the appropriate committee. And all committees, House and Senate, are currently controlled by the Republicans. There remains a strong and well funded anti reefer lobby at state and federal levels.
