The picture you posted is from the collaboration with the VTO. Which is the vehicle technologies office.

The DOE project ( grant ) is for the SBV and funded under the Advanced Manufacturing Office and is a little different.

The VTO project will be thoroughly reviewed at the 2018 Merit Review in July.

The AMO project ( in progress ) will end after the 300,000 grant voucher is consumed. Many of the SBV projects are still showing active after 2 years

Maybe they just don't update the SBV site at all.

Announced at the 2017 Symposia on VLSI Technology and Circuits conference in Kyoto, Japan, IBM and its research alliance partners, GlobalFoundries and Samsung described a 5 nm transistor. This silicon nanosheet transistor was detailed in the Research Alliance paper Stacked Nanosheet Gate-All-Around Transistor to Enable Scaling Beyond FinFET.
