On uplist, suppose he announces uplist to US QB, but at a crazy RS to make the penny requirement. At $.0035, he only needs an RS of 1:3 or 1:4. He could do a 1:100 or 1:1000. That would probably be viewed negatively.
So you see, this is a fluid situation, but if he does the 3 things I think most important to fix the Stock, it should signal that it can start moving north with sales growth.
