There is no reason to believe that the PD phase 2 was not planned for the EU all along..

I'd also like to know why instead of a PD trial starting in late 2017 suddenly we're fixing to file in Europe.
I believe that deserves a thorough explanation.

You are correct, it is my theory on why all of a sudden after 30+ years (in some cases) of research and engineering studies all BP suddenly decided to stop their AD trials. They will lay off staffs of hundreds, shut labs, perhaps shut buildings and all w/o a peep from media/FDA/others on ..."Hey. what's going on???". Just like science, in business their must be a causal relationship.

In an apparently synchronized WW movement BP all stopped their trials for the most devastating CNS disease WW. The only link that I can come up with is the FDA link to new process requirements. BTW, legal people might inquire to BP top management why they are continuing to run trials when they have really no evidence their efforts will lead to an effective treatment. Are they able to meet Precision medicine protocols/guidance? If N, then stop and/or be ready to answer questions. No other explanation to across the board pulling AD plugs is on the table. Unless you have one.
