NIO, it's basically a private placement, and you should look at it as such. It was filed and closed in one day...no public offering...just a private placement. All 250M shares sold at once for $5M.
Basically...someone just made a $5M investment in DCTH. Don't pay attention to the prices...someone invested $5M to get us through the Phase 3 trial.
