It defies logic that a CEO of a stock that’s desperate for revenue wouldn’t announce a deal if it occurred.

Just because he doesn't announce the deal doesn't mean the money isn't coming in. Look at the Microsoft lawsuit win. That wasn't announced until the 10 K.

I think what was meant was a ..."stock PRICE that will rise for DESPERATE shareholders...."

No one is really concerned about the CEO or SFOR.
