The company has a satisfactory score based on existing federal guidelines and you want to change that just for the sake of it. You can’t! If the lawyers feel that the guidelines are inadequate for public safety then they should sue the government instead.
Crashes with fatality and injuries are very unfortunate. It is horrible for those involved and their friends and family. However, don’t isolate this company as if accidents are rare.
