If you read your own citation (?) you have to know:
only 9.5% of the Polish general population received the vaccine (13). Among persons aged 65 and over, the vaccine coverage increased only from 7% in 2004 to 14% in 2007 (7)

Well ... the "62.7% of people aged over 65 years" as a result of the "big push" increased to 65.3% (2016-17 Season) ... WOW ...+2.6%, 4.15% increase over 12 years ... Are you amazed by this?

Since you know where I live, it's "funny", but more likely sad ... Hungary isn't in Eastern Europe (don't be outdated, the Cold War ended 28 years ago) and definitely isn't Poland or Romania ...
