You have a point since a provisional patent could lead to an actual patent, expansion of the IP portfolio, competitive advantage via differentiation, possible future royalties via license fees and some "goodwill value" on the books. The SU award; however, would be an actual contract which typically carries more weight than a provisional patent pending and if that happens we could see DEWM as a major runner.

So the patent is part of what i'm assuming is the chain of events leading up to the actual award.
I'm gonna guess the lag time between the winners being notified and the public is because the 1st and 2nd place winners probably go through some kind of bond / insurance/otherwise mundane legal process. If 1st place dont make it through, it goes to second.
