I think you may be confusing things a little.

Like swiney said, the two universities are the only places allowed to grow and cultivate.

Southern U is not in the running. it all ready won. Companies are in the running to partner with the university to help them monetize the opportunity.

Thats where the patent comes in. That patent gives us a huge advantage over other companies because

So the patent is part of what i'm assuming is the chain of events leading up to the actual award.

I'm gonna guess the lag time between the winners being notified and the public is because the 1st and 2nd place winners probably go through some kind of bond / insurance/otherwise mundane legal process. If 1st place dont make it through, it goes to second.
