They didn't buy. They were awarded. Take a look at the expiration date. If they bought at that price, there wouldn't be an expiration date. They have to place a value at time of award or acquisition for IRS purposes.

If you would like proof, contact IR for verification. I did the last time stock showed up like this on the form 4.
