It's just competitive nature playing out between the threatened existing bank branches and the white-label transaction providers in the ATM space. There's nothing the banks can do to stop the ATM's from being set-up, nor would anyone force companies like FSS to partner with a banking entity in order to force co-branding.
Technically though, someone like FSS could easily co-brand with a branch to offer ATM services to those bank customers. So in reality, companies like FSS do indeed carry the upper-hand in elegance in their model, because they have the capacity to kill two birds with one stone.
This is why the banks are having their little anti-competitive freak-out. It's kind of like the telcos going to Congress to attempt to lock in their ground infrastructure, because they feel threatened by wireless.
Nothing stops progression at the end of the day. Either partner, or die. The reality is, that even if Globetel isn't the one to do it - someone will. And the telcos and the banks will be left in their own little world wondering why they didn't partner until it was too late.
