Yes, outside the US is a definite possibility and probability!
And while I would agree that working towards a goal that will change the world has great merit and is worth working towards for its own sake..... a great deal of the drive of getting this thing to work is for the money! That's why GTE is doing all this, isn't it? At least, that's why I would do it!
Most of the money for this sort of thing is in the US.
