MMs don't "make markets" in OTC stocks as they do on the exchanges. Here they mostly execute for retail, profiting from the spread. They generally sell first, hence show up as a Reg Sho short, then cover because most of these OTC stocks, especially those with toxic debt, are easy to find sellers. Buyers are a lot harder.
No doubt MM and trader activity does accelerate ups and downs, but in TEUFF's case, it's going to either be great (multi-pennies, maybe much more) or 0. That depends on TEUFF's management to a small degree, and the container shipping market to a larger degree. It doesn't depend on the MMs or anyone buying or selling the stock. That is my point.
As for why your bid didn't show up, ask your broker. I can tell you the answer though. It's the OTC.
MMs have very few requirements on the OTC. It's not an exchange. They havea lot of flexibility as to whether to take a trade or not. And rest assured, the SEC is not policing penny stocks on the pink sheets.
