Yeah, it makes no sense to me to NOT announce such an agreement, and if there was a 'silence period' because they were in talks with someone else it makes no sense to partner up with L-3..unless perhaps it was for negotiating leverage with the other entity perhaps, but clearly L-3 is interested so then we have a bidding war going on.
One of the reasons for this delay could be an ongoing bidding war - all in the stealthy background.
Where you get in to trouble with this one is expecting anything to happen when it's supposed to. Would not be surprised to see it extended due to lender issues- this is big biz and parties involved don't accelerate the process when the feds get involved. Again, you can't script this stuff.
