..or a major partnership of some kind. Yeah, it makes no sense to me to NOT announce such an agreement, and if there was a 'silence period' because they were in talks with someone else it makes no sense to partner up with L-3..unless perhaps it was for negotiating leverage with the other entity perhaps, but clearly L-3 is interested so then we have a bidding war going on.

One of the reasons for this delay could be an ongoing bidding war - all in the stealthy background.
