In these cases just greedy retailers. Just like when we ran to .004 a group of shareholders dumped well over 300 million shares on the market and MMs took that opportunity and walked the price down based on the fear.
Lets say I own 30 million shares I can choose to risk 10 and block the ask and another 8 to start dumping into the bid hoping other retail traders will panic and try to sell and secure profits or minimize losses while loading the cheaper shares at lower PPS.
So if I sold 10 million shares at .0013 and bought back with thesame amount of money at .0011 I know have an additional 1.8 million shares.
It is easier to do on low volume days especially in OTC but still a risk nonetheless because stocks tend to move fast and someone trying can be left behind very easily.
