Hey, I won't call it a scam, but others may do so. There are so many comparisons I could give here, but: Tesla just started taking $1000 deposits last week on the model 3, which they claim will be delivered in 18-24 months, but, ETFM started taking $1000 deposits on a car priced $400 less than a $69,900 Model S base model, before the ETFM car has even been U.S. crash tested. They could be planning on coming up with all kinds of costs that they need to keep issuing shares for, or they could just take salaries until it fails, who knows. I just don't think it's going to succeed, but I can't call it a scam at this time.
I don't like how it's basically a Buick/Tesla looking car, like they just barely changed the CAD designs to avoid lawsuits.

all of the scenarios you listed are quite possible and happen on a regular basis in the pink casino...

when a stock has apparent good news (crash test results), and on the day it is issued the stock goes down a great deal (in this case 22%) on high volume (in this case 2x avg volume); then you can assume dilution IE the Co is selling shares to raise money.

so, paying attention to that price action tells you enough to base your decision on, regardless of whether you ever answer the questions about IS it a scam and HOW so?
