Absolutely agree about the fact that Ben has to be certifiably nuts to let this PR hanging even if he himself did not issue it...there is no doubt he issued it and if he lied he goes to jail without doubt...
Having said that, as I read his past PRs he appears to have got most of his ducks in line to begin testing rightaway once the IND was approved...in fact, from what I can gather from this Feb, 25, 2015 PR, they may have already completed Phase I of these trials, although they may have to be repeated due to the decade old testing...

This study determined the maximum tolerated dose and described the side effects of the study drug. The results of this Phase 1 trial led to interest by the same investigator to initiate the next Phase of study."
They have been waiting for the IND ever since Oct. 2014, and having WUXI Apptec collaborate with them is no small matter...
