I agree... Etrade is holding the funds because they are bullies who don't follow federal regulations.

But consider a scenario that actually has happened:

You have a winning ticket. You cash it in and deposit the money in your bank. But suddenly someone pops up saying there was an office pool, and the ticket was one of a number shared by several employees.

That someone, or perhaps someones, hires a lawyer. And your money ends up frozen until the dispute is resolved.
