My understanding is that the Hotzone/WiMax units will be in place "before" a Strat comes into play. Think about how a Satellite does it. The Strat is like having a 13mile tower.
The strat feeds the units on the ground and they will broadcast to each other and to the CPE or other device for the end user. I don't think it is such a problem as you folks are suggesting (i.e. 13 Strats to cover Chicago), and really kind of a silly suggestion as they could of pocketed all the R&D money. Do you really think the NASA guys are that stupid or made such a gross mistake? That's really kind of insulting.
