followgte- From what I understand, you need to use the internet only to intially register/pay/set-up the "2 GO" plans. Once you've done this, you do not need an internet connection. So like dfmantx pointed out, you could do this from a friend's computer, the library, etc.

From the "2 GO Plans" link:

"Using "Follow me" technology, you can still make calls from your home, cell or business phone. No internet connection needed."

For the other plans, you do need internet and that's where the routers and VOIP adapters come in to play.

The advantage of 2 GO plans? No (active) internet connection required.

The advantage of the other plans? More minutes (unlimited incoming minutes vs. 500 minutes for the same price-$14.99)

So all in all, it's a bit complicated at first glance but it's all there.

So that begs the question that if some of us are confused by the website, won't their targeted audience also be confused?

followingte - you are confusing two different types of plans; to use VOZBRASIL normal VOIP service you do indeed need broadband internet access, and that would include the equipment.

They have plans for those without high speed internet access that are called 2 Go plans that do not require high speed internet access or any of the equipment. Though the prices look the same, the ones without high speed access have more limited minutes. Reads pretty clear and straight forward to me.
